Wont post or power down

Built new system around asus p5k premium a year ago. Started having BSOD a month ago (once saw that it was iastor.sys?). One day would not post and could not power down with front power switch. Tried multiple forum recommendations - removing mem, 1 mem, CPU, video card, USB, HDD. No beeps, no post, no display. Could not turn off with front power switch but reset would work. Finally RMAed the motherboard.
Got a P5Q deluxe (hesitated about another asus, but was getting good reviews). Same thing. Tried no CPU, no video, no mem, 1 mem, no USB = no post, no beeps. Can turn on with front power, but not off. Reset button would work. Tried new power supply - nothing.

My set up:
E6850
P5Q deluxe
EVGA 8800
Ballistix tracer

Any suggestions???

I also tried a new video card. PCB mounted power switch will not work either, but on-board and front reset will. Tracer mem sticks have power, but LED pattern indicates not active. CPU is heats up. I only get a continuous tone when the 6-pin power is not connected to the video card. I would really appreciate any help!

Good morning.
Ok first off what I first try if having problems that are not easily solved with a build, is to pull the board out of the computer and set it up on something non conductive. This helps rule out a short etc to the board and I find it much easier to work on and see whats going on this way.

I don't beleive you stated what the new/old PSU brand/s were? Also do you happen to have access to any other ram?

Thanks for replying, forums have helped me solve many issues, but this was the first time writing a question. I have a Corsair 520W HX, but purchased a BFG 650W from best buy with the same result. I have 2 more stick of the Ballistix tracer (that I was going to use to go to 4GB but had not installed them) and tried swapping with those with no luck. Thanks for the suggestion on taking the board out. Tried removing all the case connections from the Antec 900 case, but I had not tried that.

Its worth a shot, I had to pull a standoff off my mobo tray to install the P5Q as my previous boards had an extra standoff by the pci-e/pci slots.

Tried removing the motherboard from the case. Removed all connections and video. Connected power supply. Got beep code for no memory. Installed 1 stick of mem. No beeps, no progress. CPU fan will run and CPU will heat up. Tried removing CPU - still no beeps. Any other suggestions?

Well, lots of things to try, but the first 1 would be try a different stick of ram, then a different PSU, etc process of elimination, it get costly :(
