Won't detect IDE devices

I have a MSI K7T Pro2A and have a cd-rw, 72x cd drive, and an IBM 75GXP installed but it won't detect any of the IDE drives. I'm using a 250W PS and have checked all connections many times. I can verify that the 72x has power but cannot tell if the cd-rw or the hard drive have power. All parts are completely new except for the cd-rw. I can go into bios and try and auto detect the drives but I still get nothing. Does anyone have a suggestion? Thanks in advance.

Also check if you have access to better IDE drivers. Go right to the source. When I updated my drivers from my mobo manufacturer (ASUS) it fully detected my HDD, solved my IDE/burner problem and kept everything stable.

Apart from that what OS are you using anyways? You've already done the autodetect part of the BIOS already right? Jumpered correctly? Everything pushed in properly from the IDE connectors down to the cables?

Good luck.
