Wont cold boot, but will restart. How to enable acpi??

I have a winxp system that will restart just fine. However, when I shut it down and then push the power button it wont even post. If I unplug the system for a few seconds and then plug it back in it will start up just fine. I have enabled the acpi in the bios. Is there a way to check to see if it is enable in windows xp? Or does anyone have another suggestion as to what is causing this problem?
 
If you want to see if ACPI is installed, go to Control Panel > System > Device Manager > then click the first plus (should be like Computer)....If it says "Standard PC" then you do not have ACPI enabled....if it says ACPI, then you do.



On a side note, this actually sounds like a PSU issue.
 
The system is a 1700 xp running winxp. It has a ecsk7s5a motherboard, 256ddr, radeon 7000ddr. I have built several of these exact systems. I had this happen exactly like this on an older computer about a year ago that was running xp. I just had to turn on acpi on the system and it was fine. The system is at my friends house, so this afternoon I will go over there and make sure it is using acpi under the properties.

Does anyone else agree with the wart that it could be a power supply issue? I have an extra one.
