wonky driver issue

Hey everyone. long time reader, first time poster. anywho, ive been having a weird issue with my video card. its an Asus EAH HD5870 and for some reason, i cant install anything newer than the 9.11 cats provided from the asus website. if i try for example 10.4 from ati's website, the drivers will either install, but then the system locks on the windows start screen, or the installation will i guess fail about halfway through with my systems monitor turning off then turning back on, but only displaying a blinking underscore symbol. ive tried installing new drivers with a fresh install of windows to no avail. system specs are as follows

Core i7 860
evga p55ftw
4gb ocz platinum ddr3 1600
asus hd5870
corsair tx750
x25-m 80gb
1tb caviar black
razer barracuda ac-1 sound card

windows 7 pro x64 bit(please note, that ive also gotten the same results using windows 7 home premium x64)

Yeah, in that case maybe you can just unplug the DVI port at the bootup of the computer for a good 3-5 mins (enough for windows to make the full boot up) and then plug it back in, if you still see that little blinking line at the top left, then obviously that isn't the problem and we'll have to look for a different solution.

It is also obvious to say that the problem is specifically something coded into those drivers, so the issue might not be resolved until AMD/ATI acknowledges there is a problem with those drivers.
