I've got 2 sticks of 256 MB Kingston PC2700, and i was wondering if i were to upgrade to something like 3+ ghz, and a new mobo, would i have to buy new ram? Would it make much difference? I like this ram, and buying new ram is expensive. Just wondering.

Well, PC2700+ ram runs at 166Mhz, so if you go with a higher FSB then you'll need to overclock the RAM (certainly possible) or get new PC3200 RAM.

Ive got older PC-2700 that will hit DDR 400 speeds. Give it a try, you never know.

If you have a 'good' stick then you could possibly overclock it to 3200 speeds but you may need to increase the ram voltage to keep it stable.

If you're on a short budget, try it and then if it doesn't work buy new ram.
