I'm not sure if he has the law right, but the odds work out that through your life you spend a whole lot more than you win in the lottery. You got lucky, most people don't. Don't buy any more lottery tickets because you are never going to win again.

I have won about ~$100 in the scratch off cards. I haven't ever actually bought one, but this guy at work gives them out every other week (after payday) and I have done really well. I know that if I were to actually *buy* one myself, it would say something like, "PAY IN $250."

It's definitely not called the law of diminishing returns, but he's right. It's basic statistics. The more samples you take, the closer you will get to your "expected value." In most or all states of the U.S., half of the money they take in gets paid out in winnings, so your expected winnings will be about half of what you spend. You're more likely to approach your expected value on the smaller jackpot drawings (few hundred dollars as opposed to a few million).
 
law of diminishing returns is basically "if one factor of production is increased while the others remain constant, the overall returns will relatively decrease after a certain point"

you could also say generally, the more of something you buy, the less satisfaction you get from it.
