WOL over internet troubles

I occasionally need to RDP into a computer remotely through the internet. Sometimes when the computer is turned off. I setup a piece of Magic Packet software http://www.depicus.com/wake-on-lan/ and after a little amateurish bungling, I used it with success.

Several weeks later I attempted to wake the computer up and could not. After some investigation, I've found that the Subnet Mask on the WAN port of the router has changed.

The computer in question is serviced by an ISP that uses dynamic IP addresses and I am using the dyndns service to circumvent that.

Is there a solution to the changing Subnet Mask?
 
Leaving it empty just returns an error message from the app. I tried an asterisk for the last octet (correct terminology?) to see if it would try 0 - 255 and it gves the same error.

Is the Subnet Mask on the WAN port a function of the ISP or the router? In other words, is the ISP providing it, or is the router generating it? I would guess the former as I see no means to specify it anywhere in the router settings.

I'm getting into territory beyond my knowledge here. Fortunately it's not of great importance to get in remotely starting the computer up first. I can usually do what I need to do during business hours when it's already running. It just saves me the hassle of a 30 mile round trip.
 
Hmm. It is a trouble. I never came across because of my work habit.

To use WOL over the Internet you need to leave the Router On. My IP and subnet do not change as long as the Router is On. I usually write down the IP and Subnet and take it with me when I know that I might use WOL.

Otherwise if it really very important your ISP probably would be happy to upgrade you to a Static Business Connection.

The router is always on, but ........ it may be resetting the Subnet Mask due to power outages. They're somewhat frequent here.
