Not if it grew slowly. It is possible that the same pressure that caused the earthquake/tsunami formed that mountain as well.

No, it's not -- the undersea mountain is volcanic in nature, not from tectonic movement (while I realize that tectonic movement and volcanic action are related, you know what I mean). There were reports awhile back of something there, and the Navy apparently had something on their charts for somewhere in that area (some fishermen or merchantmen saw something strange awhile ago -- marked as unknown on the charts).
