WME: upgrade or new install?

Well, I just have an unsophisticated question: do we have to install WME on a new drive or can we just install the prog. after the dl?? Does it work like an upgrade or what?? Thanx..
 
fresh installs are preferable as the new OS doesn't have to deal with the old crap, like f*cked up registry problems, from the previous OS. however, any OS upgrade after Win95 should go smoothly (simply cause Win95 is now so old).
