With x16 and x4 can I go x4 for the video card

On My motherboard I have

1 x PCI Express 2.0 x16 slot (at x16 mode)
1 x PCI Express 2.0 x16 slot (at x4 mode, 2.5GT/s)

The motherboard company is pretty certain that I'm going to want to put the video card in the one that is x16mode; putting a VGA LED right by it.


I need very little graphics.

Can I put the video card in the, lower down, black, x4 slot instead of putting it in the normal, higher up and blue, x16 slot.
 
You can, but the back of the x4 slot is probably blocked off and will need to be drilled/cut out. Its been done before, but it ain't easy nor risk-free.
