I found Kar on the north bridge once when I was going to finish up with the guard, then I was surprised (for some reason) by a bunch of sals I had to then fight.
Afterwards I tried to talk to the alch to get the contract done for ghoul blood but there was no option.

I later found him after the inn had been cleared out and I had killed the hound.
He was the only one in there other than Shani.

I still have no option to complete the contract even though I have ghouls listed in the monster log.
 
Hm maybe some got used up automatically in a potion. I only had 2 when I had alot before. Now I have to find him in town now.
