Witcher ini file for res / refresh?

When I change from 1680x1050 (default desktop using 100 MHZ) in-game to 1280x800, the game doesn't seem to use the highest refresh my monitor can do.

The screen is all jittery and hard on the eyes.

Some parts of the game (Trade Quarter) get my FPS down in the teens so I need to either lower the frills or the resolution.

I can't seem to find any file that has resolution / refresh rate in the folders.

I'm hoping it is not stored in a dll file. I don't understand hex editing.
 
Hm maybe the monitor...I thought lowering resolution would give me higher refresh but it tops at 85 at that res while going higher at 1680 gives me higher refresh without any jitter. I still have slight jitter at 1440x900
 
1.) turn on vsync?
2.) before you open the game, lower the res of your desktop, change the refresh to optimal, then open the game.
3.) use a program like ati tray tools to force a refresh rate.
