Here's an example of a quiet, pretty fast card, the Sapphire Atlantis ATI RADEON 9600 PRO ULTIMATE:

As I'm sure others might tell you, the 9600XT cards are coming out soon (this month?), will be faster than the current 9600s, may find an Ultimate version of that as well. You may also be able to find an Ultimate (e.g., heat pipe cooled) 9600 for less somewhere, whether new or as a refurb. There are also 9800 Pro Ultimates out there if you want to spend the money for something really fast.
