Phone, yes. Cable TV, I don't think so.

Then which type of cable (with 4+ wires) can be used for both TV and Phone?
What about CAT5?

No such wire exists unless you're talking about distribution video throughout the house after it hits a cable box. You have to use a RG59 or preferrably RG6 cable with a solid copper core to get cable to TVs.
