Wireless Signal Strength

How is it that in the "Choose a wireless network" dialog in Windows XP. The signal strength is 5 bars, but int he status, the signal strenght is low?
 
Yes but whenever the status shows that my signal strength is at low I always have a high ping. But other times when everything is exactly the same (ie antennas are same position) and the signal strength is very good, I won't have a high ping.

differing local interference. phones, other wifi, microwave ovens, bluetooth devices, etc.
