Wireless Signal - HELP!

Since August I have been able to pick up a free wireless signal in my apartment. For the past couple of weeks the signal has not been working. Last night and this morning it started working again. Tonight it stopped working. I am able to send out bytes but I am not able to receieve any. This is not a password protected signal. However, there is a lock between the send and receieve signal. I have attached a picture of a screenshot showing the signal. I am not sure if this is a software driver issue or what? Would appreciate any advice from networking experts out there. Thanks!

If the Wireless source signal comes from your Wireless hardware, please add more details about the settings (like what Router and type of connection you are using).

If the Wireless Signal comes from a Public Hot Spot, you should contact them and ask for the logon parameters.

If the Wireless Source is Not yours, and Not Public, helping you poses ethical (or may be even legal) issue.
