wireless internet on a laptop

Can someone give me some information on this topic? I'm considering getting a wireless internet capable laptop but I know pretty much nothing about it.

Can you really connect to the internet from anywhere (outside, on a bus, etc)? Do you need a cell phone? How fast is it?
 
I have service with Verizon. First started with T-Mobile but it was really bad. Connection speed with them was 40kb when you could connect and it cost $30/month.

Verizon works 99% of the time and connection speeds vary between 80 & 100kb. Connections are better when you are in a strong signal area and not moving around. I can connect on the train but the signal varies so speed varies too. The cost is high though, they are $80.

You also have the cost of an aircard for your laptop. If you shop around on Ebay and such, you may find a used one cheaper otherwise, the card will cost around $300.
 
So i can buy an aircard and install it on any laptop? I ask because i'm considering getting an older used laptop (p2 or maybe p3). Does this use the same technology as cell phones (so it will work anywhere that there is cell phone towers)?

It sounds too expensive to be worth it for me though.
