Wireless Card Code 10 HELP!!!

Just put in a new Netgear Wireless card wg311v3 into my system and it will not work properly (keep getting a code 10 in the device manager). I tried updating the drivers from netgear's website. I tried formatting the drive and installed several OS's (windows xp, vista and 7, all in x86 and x64, yes a lot of formatting/installing). I also tried different PCI slots. I even tried replacing the motherboard. I also tried a different network card (linksys) and have the same problem. Windows seems to detect the fact that there's a card in there but will not let it work properly.

I read on other forums that this may be an IRQ issue. Despite Windows not finding a conflict there might actually be a conflict. Though I cannot change any IRQ settings/assignments for some reason (or I don't know how to do it properly). Just need to get this PC online using wireless as I cannot run a cable from upstairs to downstairs where this will be. Tearing my hair out on this problem. PLEASE HELP!!
