wireless anti-static wrist strap?

Can anyone explain how wireless anti-static wrist strap is supposed to work? The back of the package is naturally low on details, the most I can recall is something about the strap itself being conductive. I can see that it may have some device inside the capsule which they've screwed shut, but unless you actually are grounded, how can you lose the static? Maybe something inside slowly burns out, thus dissipating the energy?
 
And naturally Dan's Data doesn't want to load for me right now. I've been reading through all his letters pages, I'd have gotten to that one eventually. 🙂 Not being able to see it right now, I don't know whether it would be something that I'd have associated with this device.

Hi, Sounds like the device to burn water in your car instead of gas. If that thing worked you would not even need it.
