Wireless and 802.11d problems

The clients are Symbol scanners running windows CE. The access points are Cisco 1242 with the default for 802.11d, that is it is disabled.

Now all of a sudden dozens of clients that had been working fine for months went and enabled 802.11d country settings. Considering that the clients are locked down and nobody has access to change the wireless settings this is a little weird. Of course when they enable 802.11d they can't communicate.

Is there anything with this standard where an access point can "tell" the client to use it?
