The 8GB version uses 32 x 2Gbit packages according to ifixit so the 16GB version is more like having 2 x 8GB DIMMs in there. Either way, most ultrabooks and many cheap laptops already do this so it is a non issue, especially considering Apple's upgrade prices are not astronomical.

Is there sufficient room for twice as many chips?

There is no more room so the 16gb version crams more nands in the same space so it's like having a single 16gb stick. I don't find the ram upgrade price as ridiculously overpriced as everyone is crying about considering how the machine is built.

Ram upgrade is okay but the SSD is crazy...but I won't be getting it anytime soon 😛

Then yes, at least right now, the price is competitive.
 
Would it be better to upgrade to the 16GB of RAM at purchase and then whenever OWC or someone releases SSDs that can be put into the RMBP then upgrade that?

If you can survive on 256GB SSD for an indefinite period of time, then I would say yes. It was about 5 months* from the time of the 2010 MBA's release until OWC had aftermarket drives in place. If it is relatively straightforward to adapt their existing lines to work in the new systems, then it should be less than that.

*MBA redesign was introduced Oct 2010, OWC released their SSD in March 2011 per a press release.

Well I went from a 320GB to a 500GB after around 3 years on my old MBP, so I think I'll be able to wait.
