Wired ethernet PC causing Wifi camera to disconnect

Two PCs on my network (Win 7 and Win 10) both wired to Linksys e4200 router. Amcrest security camera connected via Wifi. Whenever I turn on my Windows 10 PC, the camera gets disconnected from Wifi and is inaccessible from any device until it's reconnected again which takes a few minutes. In my router, I have DHCP reservation set to give a unique IP to both the PC and the camera. What in gods name would be causing my camera to get kicked off Wifi when the Windows 10 PC is turned on/ woken from sleep? It seems like there'd be an obvious answer, just can't put my finger on it.
 
Does your PC have any camera software starting at boot that would cause the camera to reset? Can you verify the IPs are indeed the same before and after the PC boot by looking at the router?
 
For shiggles I unplugged ethernet from Win 10 PC and woke it up. Still happened. Router was plugged into a surge protector that has another surge protector plugged in which powers Win 10 PC. Plugged router into surge on my UPS, problem no longer occurs. I guess the power draw from the PC was somehow interfering with the router which is really weird.

Edit: Today I learned daisy chaining surge protectors is bad!
