Wiping out personal files

A friend wants to clean out all his personal files from all the programs and registry so he can give the computer to a relative, best way to do this is?

He doesn't want to get rid of his programs, there are many and some are quite old and he might not have the software anymore for each and every. He would prefer to just dump his personal things and wonders if there's a command that would get rid of just that stuff from the drive and registry?

If it is just personal files, leave the registry alone. He will have to delete the files one at a time the old fashion way, if he wants to save his programs....
