WinXp Won't Restart?!?

Installed WinXP Pro and everything works fine except that it won't restart. It will hang at the shutting down windows screen during a restart, but it will shutdown fine if I only select shutdown. I have the latest updates, Via, and Nvidia drivers, for any questions on my comp spec check my system rig profile.
