WinXP won't let me delete file

WinXP won't let me delete a file on my HD.
It always gives me an error message the file would be in use by another program or user ... but it is not.
It's a 700 MB avi file so I'm pretty annoyed by this.
Any ideas how I can get rid of this file?
 
Have you tried restarting the pc before you try to delete it? I have this problem every once in a while and restarting the pc and then deleting works for me.
 
Screw restarting or booting into safe mode - how about you post this in the OPERATING SYSTEMS FORUM 😉 Ya know, there's a reason why we have it 😉
