It is a major upgrade to the OS at least on a desktop, average home user level. It will be the first Microsoft operating system marketed directly towards ordinary home users that is not based on the flaky, crash prone 9x kernel. That in itself is a big deal.
It's too bad the Home version of XP is crippled somewhat. I just installed XP Pro earlier today, but so far, besides the weird gui, very similar to Win 2000 Pro(feature-wise), which is my main OS right. I am dual booting 2k Pro and XP Pro.
