WinXP: Where's my startup screen?

A friend of mine used my computer to work on a few projects while I was away. He installed SoftICE and when I uninstalled it the Windows startup screen (you know, the black one with the scrolling bar) stopped showing up. I just get a blank screen.

Is there a way of getting it back?
 
try checking your boot.ini make sure there is no /noguiboot addition to the boot string if there is just take it out. Also you might be able to try a system restore.
