winxp utility manager

I'm not sure what you're refering to when you speak of the utility manager, but there are mutiple ways you can check for start up programs.

Start - Programs - Startup and see if a shortcut to the program is there.
Run - msconfig shows you additional start up options as well.

Then there's Services that you can designate to start up automatically, manually, or disable them out right.
