WinXP shutdown problem

I have a computer with an MEW-B mobo which is AT based i810.

The computer says Saving settings, Logging off, Shutting down. I can hear the harddisk shutting down and then the mouse freezes but Windows still says shutting down and not "You can now turn off your computer".
