WinXP: Security Descriptors can't be fixed by Norton/ScanDisk

Ever since WinXP was released, I've had this problem. It only occurs on the boot drive where XP is installed. When I run ScanDisk or Norton ScanDisk, I get an error "Security Descriptors not fixed". Sometimes it will say it fixed them, but upon reboot, I get the same error. This occurs on a newly format and install of WinXP after getting all updates. I've tried a low-level format and switching drives, but it always occurs.

I've been searching the web with Google, and tons of people have this problem too, but no one has an answer.
 
1)Go to command prompt
2)type CHKDSK
3)It will ask you about doing it on next restart
4)Say Yes Then Restart
5)With Luck It Will Fix Them

Just found this under BEST WAY TO RUN SCANDISK (use if the above Doesnt Work!)

I suggest you download the appropriate HD diagnostic utility from the maker of your HD.

CHKDSK missed a defect area in the area occupied by my OS partition. It never showed up in normal system operation, but when creating images of my OS partition, they failed byte-for-byte image verification.
