winxp read-only file attribute error

In WinXP, whenever you create a new folder by default, the folder is set to be read-only. I tried to unclick the read-only check box but when I view the folder properties again it is once again set to read-only.

Can someone help? Did anyone else experience this problem. I am using WinXP the home version.
