WinXP question - All User Directory Locked - can't unlock

Has anybody run into this problem?

Windows XP - logged in as the Adminstrator
Installing Adobe Acrobat 6.0 Pro
Goes half way and then stops.

Error message:

All User Directory Locked (documents & settings/all users)

Acrobat can't install because this directory is where it sends the shared files to. Can reformat the computer because it is a pain in the butt. Must be a solution somewhere.
