WinXP Pro modem install "data is invalid" error

Since I no longer have DSL I am trying to install a modem on my Windows XP Pro machine, everytime I try to install a modem ( I've tried 2 different ones: a PCTEL and an Conexant both with the latest XP drivers from the manufacture ) I recieve this error: "Windows could not install this device the data was invalid". Very helpful. Does it mean the drivers themselves, I've redownloaded them, they seem fine and it would be odd that both of the drivers for two different modems from two different companies would be corrupt, or does it mean the actual modem firmware, again it would be odd for both to be wrong.
