WinXP Pro: Is there a way for ALL users to share the exact same start menu?

The title says it all. I want ONE start menu for all users. I tried google and I tried a few different Windows sites, but I can't find this anywhere. Anybody know how to do it?
 
Well, you can put everything into C:\Documents And Settings\All Users\Start Menu\ and it will appear there for all users. However, I do not know how to stop other programs adding icons to each individual Start Menu

There are program about that allow you to do this.

Softheaps 1st Security Administrator allows you to assign specific folders for all users.

Putting them all in all users will work, and is probably the easiest way to go. One drawback is that if any one user deletes an item it affects all users. I usually drag all the menu items to one user the admin, and then copy to the rest when done. I don't leave any in the all users profile.
 
Thanks everybody. I'm already moving the folders manually every time they aren't placed in the All Users start menu. I wanted to know if there's a way to have Windows do it for me, because doing it manually gets pretty tedious.

MedicBob: I browsed Group Policy for about 30-45 minutes a few nights ago and I couldn't find anything. The closest I could find was "Disable User Tracking" or something like that. But it seemed like that was just for personalized menus (such as every user's documents menu, etc.). If you know of any other details, I'd really appreciate them.

Setup the Start Menu the way you want,
then copy that PROFILE to ALL USERS.

Then Edit GROUP POLICY per user as neccessary.

There is a link to a 4mb document that does a pretty good job of detailing what the editor does.

Thanks for the link, should come in handy. XP home doesn't have the Group policy editor, but the Pro version does. That may be why it is hard to find for XP.
