WInXP: Is there a way to slow down a CD-ROM?

I"ve got a friend with a laptop, and the CD-ROM in it is overheating, causeing the computer to shut itself down. I figure slowing down the drive will fix that problem and cool it down. Does anyone know of a feature in Windows XP to do that, or a free tool to do that? (Nero DriveSpeed isn't free, so that isn't an option).
