WinXP is running really slow while in IE6....

Whenever I start internet explorer, it runs fine. But after a few minutes, everything starts running really slow. IE - when I type @ anandtech, it takes a second for my words to be displayed. Then everything starts running really slowly...... 🙁 Then I noticed if I clear my internet history, and temp internet files, it runs smoothly again. When I run windows media player - cpu usage jumps to 100%
 
and I also have noticed that just switching IE windows brings my CPU usage up to 100%. I have 256mb ram, and the only programs running in the background are Norton and direct CD, and the ATI video thing.
