WinXP Internet Browse OK, but no downloading

Hello Everyone,
I just installed Windows XP Pro yesterday to check it out. I am using Pacbell DSL which uses PPPoE to logon to the net. The web browsing is fast like always, but when I try to download, it would hang. I checked the network bandwidth meter in the taskbar, and it shows a huge spike in network usage, then just as fast drops and bottoms out. I can go to any web site. I just can't download. I've also tried RASPPPoE, but the same thing happens. Did this happen to anyone else? What should I do? Thank you.
 
Are you using IE6? If so, have you checked the security settings to make sure that Downloads are enabled?

Forgot to mention, some files do download, but most don't. I wiped out XP and installed Windows 2000 and I get the same thing
 
Okay, got it working. I switched the network card and reformatted and installed XP again. Now everything is good.
