WinXP: individual device permissions?

ok, im sure this HAS to be there somewhere, but i am as of yet unable to find it.

i want to set up a user that has access to the computer, but not the internet, and it seems to me the easiest way to do that would be to just turn off the user's access to the 10/100 ethernet device.

i tried denying permission on the driver file, but that didnt seem to work.

any suggestions?
