WinXP: How to fix the associated opener for a folder?

I've got a Windows box that's acting kinda hosed. If you right click a folder, "Explore" is the default option.. "Open" is not. I tried setting "Open" as default in "File Types".. no go. How do I fix a prob like this, exactly?
