winxp computer can't ping itself

Home network, here's the configuration
2 pcs, 1 NAT router

pc#1: 192.168.1.3
XP SP2
Windows firewall off, can ping 192.168.1.5

pc#2: 192.168.1.5
XP SP2
Windows firewall off, no other firewalls, can ping 192.168.1.3, can ping loopback ip (127.0.0.1), CANNOT ping 192.168.1.5

The hosts files of both computers are the windows defaults, containing only the loopback address.

I ran into this problem because I was trying to set up file sharing and the second pc was behaving weird. It's network shares can only be accessed from itself, using either the windows networking name or the loopback ip address, and not it's own ip address.
