WinXP bug(?): hotkeys for executables don't work

I have a bunch of icons in my quickstart toolbar: open IE, go to a web page, start a program, all kinds. I can go to their properties and set a hotkey for every one of them (btw, is it normal that you can only set ctrl + alt + ? combos?), but the hotkeys that are supposed to start an .exe do nothing. I can open My Computer, IE, or any URL for that matter, but I can't start Notepad or any other executable.


Is this a known Windows bug? More importantly, is there a way to fix it?
