Any program that uses Windows Installer won't work for me I'm on Build 3790 (SP1, v1443).
Examples: MSN Messenger, Konfabulator

How long has it been since you ran Windows UPdate, there was an update for the MSIs a little while back

I installed Konfabulator just fine last week. Schadenfroh is right, there was a Windows Update item posted back in May related to Windows Installer, you should pick it up.
