WinXP/2000 upgrade with different languages problem

I came across this problem when installing XP from one language to another. Is it possible to force an upgrade with different language?

In Win9x this was possible by renaming or removing the win.com file in the windows directory. In XP and 2000, is this possible? If so, what file(s) needs to be renamed/replaced?
