I have been working on a friends computer that is not connecting to the internet.
I pinged google and it had no problem. so I know that he is receiving internet it must be a setting.

a lot of people are fixing their problem by resetting the Winsock. I did that and restarted the computer but it did not help.

I should have mentioned that I installed firefox to find out if it was a setting in IE but Firefox could not pull up a web site either.

I went into the internet options and reset to default setting but that did not help either.

Is there something else I am forgetting to try before I tell him to reformat his computer?

Anything at all?

Ping uses a different protocol so its not a sure indicator of a problem free connection to the internet, however it does suggest that your internet gateway / DNS server / IP address are likely usable. Maybe try resetting your TCPIP Stack and see if that helps.

Also something to think about is that here in the UK at least Virgin Media will force you to register with them (kind of like a public wifi system) before it will let you on the net with a "new" MAC address so it maybe worth checking that this is not the case here. Over here its supposed to do a redirect to the registration page but for whatever reason I have seen this not happen many times and the user simply gets a Page cannot be displayed msg.

Other things I have seen are devices being allocated the same IP address on DHCP sometimes as a bug and sometimes because the IP was static on the PC and not on a wireless printer etc. This situation can cause some really weird results and again is worth checking.

I have also seen my own PC somehow permanently clear its own hardware MAC address and simply have a blank one (all zeros) shown when when queried with IPCONFIG but as soon as I set it in the adaptor properties to a valid one which you can find on the net it works fine

I did not know that ping uses a different protocol which is good to know from now on.

so I did an IP renew and restarted but no luck on that.

Thank you I enjoy all the help I can get.

The last thing I told him to do is that he might just want to reformat and be done with it.

Yeah ping uses ICMP to report IP problems so although heavily tied together they are different.

I would have told your mate the same thing too - after all its not your machine lol :)
