WINS Server on XP?

I have a friend who has a small network and he's trying to resolve resources from various machines between two different wireless routers. One of the machines is Win98. I figured WINS would be the best way to get them to all resolve each other without broadcasts and static routes, etc.
 
Most MS server products restrict where they can be installed and since XP isn't a 'server' OS they won't install. Anyway, MS browsing between subnets sucks no matter what you do.
