Wins 7 Explorer's "new folder" button not creating new folder.

It's a netbook with Win 7 Home Prem.
In explorer, click on New Folder button does not seem to do any thing although window seems to have acknowledged the command.
Desktop right click on new folder however works just fine.
Any idea why this is happening?
