WinNT, File size... size on disk?

Ok, as far as I know, the difference between file size and size on disk.. is that :
Size on disk : The actual file(s) size
Size on disk : The actual space the file(s) uses on the disk considering that data will always use a the full cluster size even if the data takes 1/100 of the cluster.

SO!. We can consider having around 20% size difference between the two.. right?
Then how come when I looked the total size used on a server drive trought the network told me that :
Size : 83,7 gig
Size on disk : 807gig

This makes a 1000% difference?!? heu wait a sec... Witch am I suposed to look at, I'm confused. I always tought both this size would be about the same.. not this different..
