WinNT - Can not copy and paste in Explorer...

I have a particular WinNT PC that does do not allow anyone to paste a copied file(s) or move a file(s) within the explorer window. If you select a file - perform a right-click copy, or tool bar copy, or ctrl+c copy and then go to another directory. The right-click paste is greyed out, nor does a tool bar paste or ctrl+v paste work. The move function does not allow a drag-n-drop of a selected file(s) between directories. I have no policies set up and this even occurs under the admin account. If I open a command prompt window I can copy a file from one directory to another, it only occurs under explorer. It acts like the clipboard is not functional. I've searched the MS KB for this with no luck. I have discovered similar discussions on other forms with not resolution. Anyone here have ideas?
