winMX doesn't work

my firend isn't able to use winMX at his dorm, and i guess a bunch of other people aren't able to use DLing programs there too

im guessing its there network but is there a way to change it?

There's nothing you can do. Your IT department controls the networks and they can't have peeps like you sucking up their bandwidth with useless (and possibly illegal) activities.

Firewalls mainly. Like I said above, nothing you can do. If you want P2P you'll need to get an external ISP.

Yes, they blocked the ports externally, but have you tried setting up something within the network? At the college I go to, there is an internal DC hub that has been running 500+ strong for the past 2 years now that the sys admins don't seem to care much about, as there is more than enough internal bandwidth i.e. free.

No, no way to change. many schools, including the one I work at, are making policy changes to help protect their networks and also protect students from doing stupid things like stealing music and movies off the net.... To enforce these policies, there are a bunch of nice tools that we buy. Feel free to read up on Packeteer PacketShaper, and Perfigo. We use both, and I know many other schools do as well.
