WinMX bandwidth question

I tried adjusting the speeds under the "Bandwidth Throttle" section to increase the speeds at which I could upload to other users but I always seem to top out at around 14k. I know I can do better than that since I'm on a cable modem and I don't generally tax the connection much. Any suggestions?
